iPhone 3GS Models Shipped with Jailbreak-Blocking Bootrom
The question is not why did Apple do this, but rather, what took them so long? The latest iPhone 3GS's being shipped have a new Bootrom that fixes a vulnerability that was used to jailbreak the device, called “24kPwn." This vulnerability was used to jailbreak iPhones for the past seven months.
This means that until and unless a new hole is found, iPhone 3GS devices being shipped now cannot be jailbroken. Older ones can still be jailbroken. The new Bootrom has the version of iBoot-359.3.2.
The news comes just a few days after Geohot posted the first jailbreak for all devices on firmware 3.1.2. Jailbreaking an iPhone opens up an iPhone to allow installation / running of applications not certified by Apple and the App Store. It's also the first step tp unlocking the iPhone.
At any rate, the race is now on for a new way to jailbreak the iPhone. Will it be Geohot, or the iPhone Dev Team? Odds are it will happen, though. There's virtually no way something as complext as the iPhone's OS will be hack-proof.

I actually just learned about jailbreaking about to months ago. It's amazing, yet sad at the same time.
if really impossible to jailbreak then my current 3gs is the last iphone i will use.
